Perhaps the map for the K40 spot explains better why you don't get a signal on 11503 V and 11521 V in your area. The boundary of this spot is in the central-eastern part of Poland. So none of us, Kathreine018, me, or you are in the reception area of the spot, but the advantage that our colleague has is that he is about the same distance from the edge of the spot as me, and in fact, he has a 1.8m antenna, I only have a 1.50m antenna.
You are more than 750km from Kathreine018's location even if you have a bigger antenna.
Maybe in the cold season, you might get some signal, but now, in the heatwave, you are unlikely to get a useful signal.
I tried to receive 11503 V(Telekanal78) with neumoDVB app.The 6903x card sees and saved the program but can't play it. Instead, Radio Al Ghad at 11492 H,1000,3/4 from the 34 spot can be received and play this program without problems.

Telekanal 78 and Nika TV can be received at the limit in my area and not always. I managed to capture them at one such time.
It seems that the program encoded on 10963 H,1860, is a regular feed or a permanent program because I see it activated all the time when I visit the position.
Here's the signal I have, and muxes activated at 60.0E:

Sorry, you can't find 11464 H in your area. As you know, this Intelsat at 60.0E seems to have the most spots, covering almost the whole globe. That's why it's also hard to determine which spot a signal is coming from. FlySat doesn't place it on any spot for this very reason.
Although I have a decent signal in my area, I can't determine from which spot it is coming from. Probably from a nearby area. Who knows, especially since we don't know what and who is the recipient of this program/coded service? We only know that the provider is Tandberg, but who is the recipient (Russian or Arab?) remains yet a "mystery."
By the way, FlySat has updated the list of new muxes to 60.0E that have appeared, and placed them on a Wide spot(apparently non-existent), which says a lot about the uncertainty in which these satellite sites find themselves when they receive reception reports from collaborators.
For (re)verification, I have rescanned the satellite now, and 11464 H is active. Until proven otherwise, it seems that this mux has a regular program.
We would have a chance to determine the location of this mux if more reports were posted from those interested in the reception, especially enthusiasts. Only on @superdish66's spectrum(#155,above) have I noticed that there is this mux in his area.

I analyzed the spectrum on the two polarities of 10963 H and 10967 V(new), and, as you can see, they are two muxes with almost the same symbol rate,8161/51. On the Horizontal, we have a mux with a regular program, Tandberg; on the Vertical, it is a generic stream. The difference in the signal levels seems to indicate that they come from two different spots.
Of course, I'm not sure about that. Only by comparisons/reports can we approximate which spots they are on.
