Skynet 4F is a very inclined satellite (8.8°), and was near the belt when you posted.
If in a few hours the signal is gone (or needs pointing correntions), it will be Skynet 4F alright!
If the satellite turns out not to be inclined, it could be the GSSAP 4 surveillance satellite.

Nothing locked using Crazyscan. There is what looks like a 120MHz+ wide signal at the low end. There is also a noise peak centred on 7650MHz but there are narrow band signal within it (see 2nd plot). All the stronger signals are narrow band.
The satellite was at its maximum inclination above the Clarke Belt at the time I was looking.

Operator has said this satellite was moved to graveyard orbit and passivated.
But Space-Track has lost track (!) in the process and TLE's are missing for several weeks already.
So the X-band signals should be gone now!
