New topic, I am confident now this is not Insat-4B (12 * 36 MHz, 3700...4200 H only). As we know, Insat-3A that had Vertical C-band is already end-of-life.
I paste here from sac.gov.in website, because found only in Google cache:ZitatGSAT-17 satellite is planned as a replacement for communication services of INSAT-3A and INSAT-4B satellites.
It will provide continuity of Fixed Satellite Services (FSS) in Normal C, Upper Extended C bands.
It will also provide Mobile Satellite Services (MSS) in S-band and Data Relay and Search & Rescue services in UHF band.The satellite will have wide coverage including India, Middle East and South East Asia regions in Nor C-band,
Southern Part of Indian Peninsula and Antarctica in Lower Ext. C-band,
Indian Mainland, Andaman and Nicobar, Lakshadweep islands in Ext. C-band,
Indian and its surrounding regions in S-band,
and global coverage in UHF band.Equipment’s:
24 Normal C-band transponders,
02 Lower Extended C-band transponders
12 Upper Extended C-band transponders,
02 + 02 MSS (Forward & Return link) transponders
01 DRT and SAS&R transponder
Normal C-band will be 3700...4200 H/V
Lower Extended C-band probably 3600...3700 range (below that is WiMax hell)
Upper Extended C-band will be 4500...4800 H/V -
