Just to update: it's "Vision 4 RCA" on 21534, transmitting from Bangui, Central African Republic since July 2017. They belong to the same group as "Vision 4" from Cameroon on 21538. Looks like the content is sometimes the same, but there should be also local content.
Maybe this frequency is the feed for Canal+ (France) bouqet.

Im curious how many dbs are needed for clear picture, 11-12?

21534 should be the feed for Eutelsat 16 10804 H 30000 Sub-Sahara-beam transmission (they promote this frequency).
Crazy, but with Openbox SX9 reception is better than with TBS5927

It is Ok on a TBS6983 down to about 6dB SNR (normal signal 10.5dB on 1.2m). It can be hard to get these TPs to lock due to the narrow bandwidth and close spacing. Sometimes it works better without blind scan. It can also help to set the frequency slightly offset and away from the nearby channel.
I had a listen to Radio Immaculée Conception (21564H) and I noticed that the data given by "Codec Information" on VLC includes many other things. What is happening here?

I can lock this TP with min. 9,3db, still high BER.
PLL is probably needed here,I have the kombi Inverto LNB.

Nothing new, but just a look on 21535 (Vision4RCA)...good signal with blue sky and low temperatures.
