21.421GHz is a carrier with SNR of 12dB in 1kHz and 21.462 is only just detectable at 2dB in 100kHz. Using a Gilat PLL, linear polarised (H or V the same) and 1.2m offset.

I looks like the 2nd TP is back and possibly the opposite polarisation to the carrier

Circular scan today with 1,8m - to be confirmed... (but it looks real, always same parameter in different scans - incorrect FEC) - on again:

Even if it's a joke,I go into the game and say that the greater chance of locking the signal is with fec 2/3,of those that appear on one of the spectrum.Joke or not,under other favourable conditions (weather),in qpsk mode,I say you will lock this transponder at a time you do not expect.Let the One from Above hear
... a litttle closer to the signal after "one-million-clicks", showing FEC 2/3 (edit: or 3/4 or 7/8) in first (/second/third) "smooth lock" (to be confirmed by constellation monitoring)
Next step: positive SNR (still not sure about FEC, must wait for manual lock...)
You can try with IQ monitor...
