I think that really is from 7E. The TDM bit on 9E is from 18.4-19.65GHz and looks like this in CS (16.75GHz LO so I can't get the whole TP on one plot):

I've put this in the data section as I can't identify the standard. I don't know what modulation the ones with 'ears' either side are. The ears seem to be triangular and not normal xPSK. OQPSK gives a rounded triangular spectrum. See this post for band B plot
