I did some searching again, Gsat-14 only has a single beacon in Ka-band (near 20.2 GHz) for propagation studies.

No constellation with TBS 6903/TBS 6903X/TBS 6925
This one stays a mystery!
I suppose you are sure, it is not 74.9°E ABS-2, that has unspecified Ka-band?
Since 2019 there is also GSat-11, but that one has only 19.7...20.2 GHz.

Circular transponders in Commercial band would be 435 MHz, and in Military band would be 225 MHz wide.
Have you tried Ka-band C already?
