I think you found a Ka-band downlink from Skynet 5B at 25.1°E.
UHF-Satcom said about the Skynet 5 series: "There may also be Ka band downlinks but this is yet to be confirmed."

The others Skynet 5 series are at 17.8°W, 52.75°E and 95.2°E. Who knows, Ka activity there as well!

I´m not sure about satellite position... maybe 42°E (+/-)???
Locked via CS blindscan (circular scan):
21457 (L) 67000 DVB-S2 (GS)
PS: First Ka-band test on CAS 120 and SMR 1224 EL. Later on another (higher) place.
/edit: Also locked under EBS pro.
Okay, tested in Ku-band now.

/edit: 21457 (L) 67000 is from position 31.5°E, looks like Astra5B.
