I was wondering that too! Eutelsat 3B is not supposed to have 10.7...10.95, while Rascom-Q1R at 2.9°E does, on a North beam reaching into Spain. http://rascomstar.com/our-satellite/

I think you're correct, 11324 is halfway between Eutelsat 3B transponders 11294 and 11356 which is unlikely! -
