Finally I identified 4010 R 1666. It's "Malaika TV" from Lubumbashi - in the southern part of DRC, near the border to Zambia.
You can find them on FB

4010 R 1666 seems to be Mikuba-TV from Congo-Kinshasa (RDC) on a new frequency. 4008 is now too weak for me.
QTV from Gambia on lyngsat/flysat left...but it´s still on! (1.2m Gibby)
XMAS-scan with the 1.5m Gibby
Big signal for Vision 4, but Canal 2 is weak. Left: Burkina Info & STV. Radio easy to lock.
Thanks for checking, qwer!
So Muvi is also gone...7E and 16E getting more and more boring in Ka D-band
The Muvi-package from Zambia on Eutelsat 7B recently left that satellite and there is on flysat a report that it's now in Ku-band on Hellas 3, unfortunately on the Southafrica beam. Because Hellas 3 has also the KA-band for Europe, I think there is the possibility that the package is also on now - to broadcast it to a teleport in Europe.
I have for the moment no reception in band A, maybe someone can have a look on this position.
The MUVI-package on 21750 H is off since about 2 days
...from Congo (RDC)
3913 L 14398 8PSK 3/4
"Boxing Road to Tokyo", from Dakar/Senegal - FTA now, maybe encrypted later
DCLM on 3827R changing SR, now: 4582
but screenshot says, this change will be effective from Feb 1.
Idealerweise sind es 2 runde Platten, 1 vorne und 1 hinten. Hier ein Bild von meiner mesh aus der Zeit rund um sunoutage.
Finally the spectrum has changed!
Some new programs added on 21600 and 21608 (thanks to elchromo from dxtv)
Still no signs from Emirem TV on 21536
LoveWorld Plus on 3836 R again with new parameters
now: 8PSK 5/6 1649
/edit: and now in HD...
Thanks marval450. 4116L is the feed for the "Republic Day" (Dec 18) in Niger from Tillabéri - not far away from the terrorist attack 1 week ago.
Here is my scan...
TVC Benin on 21544 (some LOF drift on my LNB, I think it´s 20249 right now) is still 8PSK 3/4 SR 1099, but there is always a problem with PMT: VLC via Crazyscan finds no PIDs. On my satreceiver VPID is 258 and APID 257.
Emirem seems to be off at the moment. Canal2-mux a little bit better now.
21543 H (TVC Benin) seems to be back again.
Is it possible that the beacon is powered by a battery on board? That would mean still no power from the solar panels for testing.
Do you think MIS2 is data?
Promax analyser shows me these channels (screenshot) on MIS2 with PLP 0, but Smart DVB refuses a scan and finds nothing.
Only MIS1 with PLP 1 is ok (all channels were FTA some days ago...)
Seems to be new (not listed on Fs/Ls yet) - move from 5W?
"Gabon 24" 3789 L 1750 S2-8PSK 3/4
more details...
3675 R S2-QPSK 4/5
MIS1 (PLP1) & MIS2 (PLP0) active. All channels on MIS1 are fine & FTA with SmartDVB, but channels on MIS2 can´t be read
