Strange spectrum - not a home-made-problem!
.. Just looking at this now from here in central UK - My CS shows something similar but when looking on the Promax meter with the Norsat lnb fixed in the Vertical position it is showing me Horizontal signals pulsating up and down but at lower levels. Not seen this happening before.

Here is my TBS 5927 scan with KaKU LNB - in light snowfall and a little bit of snow in the antenna.
Eden around 12 dB, Canal 2 around 11 dB, but still no sign of Golfe TV.
Substantial snow fall here at the moment in Central UK - Ka signals just about dissapeared - picture taken from 1.2 Gibby dish cam

Circular left spectrum in upper band C (including band D with MCL-KP04). Frequency 20718 L is not possible on this setup.
Up untill about an hour ago the signal was very low with me in Central UK and sometimes dropped to the noise floor but has slowly got stronger over the last 30 minutes .
