I think that this is Syracuse 3A. I don't see any DVB but there are 2 bands of transponder noise. One at the low end which has what looks like FHSS signals. The other a 15MHz wide one centred on 7495MHz. This may be what you are seeing qwer, CS often shows BPSK as a cross. There are 2 continuous BPSK signals and 2 burst BPSK/CW signals. The strongest, on 7499 appears to have a symbol rate of 12KHz, the other 6kHz. The vector plot is the best I can get as the analyser will not go below 13kHz so it's set to 2x12kHz.
The waterfall displays are centred on 21.4MHz = 7495MHz and the upper display is frequency inverted.
Received on an 8.4GHz RHCP feed which has poor rejection of LHCP. The signals are probably LHCP
