I merged your report about 11500 V in this toppic (12626 V is from Arabsat 5A Pan Arab beam, I know).
Can´t lock 11500 V 15000 from my place.

I must admit that I am not sure if this transponder is on Arabsat 6A or 5A. That's why it would be good if one of the people posting here who is in the spot of the two satellites would do a full band scan of their area and then post the results here.Although there are many with big antennae on this forum,but located in Europe and not the MENA area, there is (sorry to say) still confusion on which spots are transponders,both here and on the satellite lists.
Why not recognize that our method of establishing and locating transponders on different beams is more empirical,which even if it helps us in many situations,is also approximate.Therefore those in the coverage area of one beam or another should post here,and when there is a doubt about the report of one or another,to intervene and bring clarification.
I must also admit an ironic paradox, that most dxers on this or any other forum are looking for beams that do not cover their area, but those far away, in areas impossible to receive with regular antennas.Their success in locking the signal on such spots is in itself a performance,but I wonder how accurate is the information they report,and the question they ask themselves is whether the signal is locked on Central Asia or South Asia or Middle East spots,etc.And I think such questions we all ask ourselves when we discover one transponder or another.As we do not have information directly from the satellite operators to save us from such questions,we are left to collaborate with each other to know where to post our report.

11499 V 14000 in scan above -500MHz is 10999 V?
I haven´t checked this signal right now, but I will do it soon.
For position 30.5°E only 12.5 to 12.75 GHz range is used for both satellites, Arabsat-5A and Arabsat-6A, according GSO satellites (hvdh list).

Just my scan from two positions: 30.5°E and 30.9°E.
Reflections are visible in vertical range 11.57 to 11.61 GHz (from position 30.9°E - reflecting Arabsat-6A).
Frequency "11588 V" (-500MHz=11088 V origin frequency from position 30.5°E) - signal reflection from 30.9°E, scanned at position 30.5°E and "disturbing" signal 11590 V from Arabsat-6A.
